This Final Terms of Reference (TOR) was developed by the Climate Change and International Cooperation Division of the Ministry of Economy based on the initial Climate Finance Sector Working Groups (SWG) held between 3-12 November 2020 and feedback via e-mail by the Open SWG members in March 2021. The TOR describe the composition of the four SWGs, membership types, objectives of the SWGs, guiding principles and roles and responsibilities.
