Description

Building on the first GCF Readiness Project on Enhancing Direct Access to Climate Finance, this project (Phase 2) will take the next steps necessary to support the Ministry of Economy in its accreditation to the GCF, including Stage 2 submission, development of a project pipeline and concept notes. It will also include continued support to the other DAE in Fiji, the Fiji Development Bank to upgrade their accreditation to Cat B, Small Size projects and also to the NDA, to fully utilise its stakeholder engagement platform, including digital engagement and improve and refine its procedures.

Objectives

The proposal aims to targeting capacity building, development of strategic frameworks and partnerships and development of project pipelines. This will be done through support to Fiji's NDA, and two key entities in the climate finance space, the MoE and FDB to strengthen their internal capacities and processes, external engagement, consultations and partnerships, particularly with sub-national stakeholders and the private sector and capacities to prioritise, design and prepare concept notes, complete pre-feasibility studies, and prepare projects for submission to the GCF.

Expected Outputs

1.1.1 Knowledge of NDA staff enhanced through training completed on the NDA Operational Manual, CN and Project Appraisal, NOL/LoS process, Stakeholder Engagement Strategy, IKM plan and processes and NDA Portal Manual and processes over 8 sessions
1.1.2 NDA Portal improved and usage monitored to measure user satisfaction
1.1.3 Knowledge of NDA staff enhanced through training completed on project and programme development, international procurement, accounting, oversight, planning and monitoring and evaluation processes over 8 sessions
1.2.1 SOPs for IDP, GRM, ESS and GESI policies developed, disseminated and implemented
1.2.2 Knowledge of MoE staff enhanced through training completed on IDP/GRM, ESS and GESI policies and SOPs monitoring, reporting and evaluation for MoE staff on through 6 sessions
1.2.3 Knowledge of MoE staff enhanced through training completed on project design, CN and FP development, NOL procedure, ToC/LF, project management and monitoring, reporting and evaluation for MoE staff completed
1.2.4 Stage 2 accreditation application submitted
1.2.5 FDB capacity on project development and compliance with GCF standards and policies built and improved
1.2.6 FDB policies revised for accreditation level upgrade
1.3.1 Consultative Sectoral Working Group meetings supported that appraise concept notes and provide recommendations to the NDA and serve as coordination mechanism
1.3.2 Four Open SWG meeting reports completed
1.3.3 At least 6 thematic/ policy awareness materials developed and disseminated by e-mail and on the NDA Portal
1.3.4 At least 6 training sessions on Climate change priorities/CP, project design (ToC, LF), project management, gender, ESS, monitoring, reporting and evaluation completed with broad representation from different groups
1.3.5 Electric bus project Working Group/Task Force established and meeting reports prepared
2.1.1 Readiness needs assessment report prepared
2.4.1 Private sector engagement strategy developed
2.4.2 At least 4 dialogue meetings with private sector on specific projects, leading to at least 1 LoI signed
2.4.3 Two pre-feasibilities studies completed which design new business models/institutional arrangements for public private partnerships
4.3.1 Two concept notes selected, developed and submitted to GCF, with NDA NOL
4.5.1 One PPF application submitted to GCF with pre- feasibility study
4.5.2 One Pre-Feasibility study completed and One PPF application submitted to GCF

Gender Relevant Information

The principle of gender-responsiveness is a specific call to ensure that all approaches and methods for adaptation and mitigation are guided by the consideration of gender issues, support improved gender-balance in both the decision-making processes and related implementation arrangements, promote gender-equity, and achieve outcomes which ensure that gender is a key consideration when programming finance and capacity building. This principle is articulated and adopted for all national plans and policies and is also a cross cutting principle for all the activities of this Readiness proposal.
