Project Information

Description

Βuild Fiji’s capacity in implementing MRV systems measuring the performance of climate policies and developing recommendations for Fiji’s enhanced NDC, with a focus on the agriculture sector for both MRV systems and policy.

Objectives

Βuild Fiji’s capacity in implementing MRV systems measuring the performance of climate policies and developing recommendations for Fiji’s enhanced NDC, with a focus on the agriculture sector for both MRV systems and policy.
1: Agriculture Sector Inventory Development
2: Agriculture Sector Policy Impact Assessment
3: Agriculture Sector Institutional MRV System Development

Expected Outputs

Workplan:
- Implementation of agriculture sectoral MRV systems based on a sustainable institutional arrangement for managing GHG data aiming to institutionalize agriculture sector inventory and create a robust evidence base for agriculture policy impact analysis based on ICAT methodology.
- Measurement of the performance of the targeted climate policies and actions in livestock and rice cultivation.
Development of recommendations for including agriculture sector policies in Fiji’s enhanced NDC.

Achievements

Fiji conducted a data-based assessment of the national policies on rice cultivation and livestock – two highly emitting subsectors – looking into their impacts on both greenhouse gas emissions and sustainable development. ICAT’s Agriculture Methodology provided the guidance needed for this work.
Highlights
• Case Study: Developing a blueprint for an MRV system for the agriculture sector in Fiji
• Agriculture Policy Assessment (Livestock and rice cultivation)
• National inventory system guidelines for the agriculture sector
All project reports:
• Inception Workshop report
• Agriculture livestock emissions guidance document and user manual
• Agriculture rice cultivation emissions guidance document
• Agriculture rice cultivation emissions inventory manual
• Agriculture Policy Assessment (Livestock and rice cultivation)
• Agriculture policy assessment workshop
• National inventory system guidelines for the agriculture sector
• Project Validation and Lessons Learnt
• Lessons Learnt Workshop Report

Technology Development and Transfer - Specification

The National Inventory Systems (NIS) for Fijis Agriculture sector provides a comprehensive guidance to inventory compilers on the necessary steps that must be taken to prepare a transparent, accurate, complete, consistent, and comparable greenhouse gas inventory for the agriculture sector. This document was prepared with reference to the USEPA Template on developing national greenhouse gas inventory systems and was refined to make the guidance specific to Fijis national circumstances.
Development of an arching system for activity data and inventory data.

Capacity Building - Specification

Training of national experts on inventory development and policy impact assessment using the ICAT tool.
Capacity building on practical aspects of GHG emission estimation.
Technical capacity building for policy impact assessment.
