Project Information

Description

The project will involve a combination of structural and non-structural measures to achieve, in a cost effective manner, a level of flood hazard protection for the Nadi town and the lower Nadi river floodplain that is desired and accepted by stakeholders

Objectives

- Economic and social losses and loss of life from flood events to be reduced.
- Water policy planning and sustainable resource management practices to be strengthened.
- Long-term sustainability in the provision of freshwater resources and catchment security ensured.
- Reduced damages from flooding events in Nadi River catchment.
- Flood alleviation design approach agreed.
- Scope of project nonstructural interventions agreed.
- Scope of the institutional development plan agreed.

Expected Outputs

The TA was expected to support the impact and outcome of the proposed Nadi Flood Alleviation Project. The impact was to be aligned with:
(i) economic and social losses and loss of life from flood events reduced;
(ii) water policy planning and sustainable resource management practices strengthened; and
(iii) long-term sustainability in the provision of freshwater resources and catchment security ensured. The project outcome was reduced damages from flooding events in Nadi River catchment.
The three outputs of the TA were:
(i) flood alleviation design approach agreed;
(ii) scope of project nonstructural interventions agreed; and
(iii) scope of the institutional development plan agreed.

Gender Relevant Information

• Community consultations and focus group discussions included women and youth.
• Women’s participation in consultations helped inform the social assessment and land scoping study.
• The project recognized the importance of gender-inclusive planning in disaster preparedness and flood risk management.

Achievements

• Completion of updated flood alleviation design studies (alternative design focusing on floodplain lowering).
• Due diligence reports prepared covering hydrology, safeguards, and economic analysis.
• Institutional development recommendations provided for strengthening flood risk management policies and legal frameworks.
• Conducted extensive community consultations (20 communities) to gather feedback and inform design.
• Strengthened awareness among stakeholders and development partners on climate resilience and disaster risk reduction.

Technology Development and Transfer - Specification

•    Introduced hydrological and hydraulic modeling tools.
•    Applied RiskScape for risk and asset data analysis.
•    Promoted nature-based solutions (floodplain lowering, mangroves) as alternatives to traditional engineering.

Capacity Building - Specification

•    Strengthened institutional capacity for flood risk management (policy, legal, and planning frameworks).
•    Conducted workshops and consultations with government, community, and stakeholders.
•    Developed institutional development recommendations to mainstream integrated flood management.
