PROJECT BACKGROUND:
The Climate Change Division (CCD) of the Ministry of Environment and Climate Change, is the designated entity to execute and coordinate on the National Communication (NC) and Biennial Transparency Report (BTR) in accordance with the Fiji’s Climate Change Act 2021. CCD has an organizational unit to coordinate and implement the UN Framework Convention on Climate Change (UNFCCC) and Paris Agreement (PA) reporting requirements.
Fiji’s Climate Change Act 2021 formally provides CCD a clear mandate or authority to coordinate activities under the UNFCCC and PA reporting. Fiji Government, with the support of the Global Environment Facility (GEF) and the UN Environment Program (UNEP) under the Capacity Building Initiative for Transparency (CBIT), is preparing its national systems to meet its reporting obligations under the ETF. The objective of the CBIT project is to enable Fiji in enhancing its capacities and institutional arrangements to comply with the requirements of ETF, specifically the information to be reported by Fiji in its first Biennial Transparency Report (BTR).
Effective engagement of data users and data suppliers in the Measurement, Reporting and Verification (MRV) system will result in the generation of good quality and timely climate reports. The objective of this consultancy Is to implement ‘Fiji’s Digital Climate Transparency Tool for Paris Agreement Reporting (Design and Implementation of an IT-based MRV Systems for GHG Inventory and NDC Tracking)’.
The terms of reference (ToR) set out in this document are for a company or organization to design and implement an information technology-based (IT) tool to support Fiji in collecting, archiving, and preparing the national GHG inventory reports of anthropogenic emissions by sources and removals by sinks of greenhouse gases (GHGs) as per the ETF of the Paris Agreement as well as Fiji’s NDCs and Climate Finance tracking. It is the aim of this tender to appoint a solution provider that can design and implement the MRV IT Tool.
