The United Nations University with GIZ’s Global Programme on Human Mobility in the Context of Climate Change (HMCCC) launched an e-learning course that spotlights Fiji’s Planned Relocation as a case study. The fair share event held from the 24-26 October in Bonn Germany, was an opportunity to share with other national and regional experts, scientists and donors that work in this space of climate-induced human mobility the various drivers and responses to this global issue.

Climate Change Division (CCD) joined counterparts from the GIZ Pacific Office in presenting the Standard Operating Procedures (SOP) of the Planned Relocation and its complementary documents that include the Comprehensive Risk Vulnerability Assessment Methodology (CRVAM) which evaluates at-risk communities, for ranking and prioritization based on their level of risk, the Climate Relocation of Communities (CROC) Trust Fund’s Financial Management Policy Guidelines (FMPG) and the Culture-Gender Relocation nexus report.
Following the passing of the Climate Change Act (CCA) in Fiji’s Parliament on September 27, 2021, Fiji’s Taskforce on Relocation and Displacement (FTRD) is mandated to operationalize the Fiji Planned Relocation Guidelines (PRG) through its Standard Operating Procedures (SOPs), which was launched in March 2023. The CCA not only supports the Relocation of at-risk communities by developing guidelines, but ensures a collaborative approach and consistency with climate objectives and governance.
The Global Programme on Human Mobility in the Context of Climate Change (GP HMCCC) implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development assisted Fiji’s Climate Change Division with financial support from New Zealand’s Ministry of Foreign Affairs and Trade (MFAT) guided through the FTRD to develop and operationalize the SOP and its subsidiary documents and related capacity building initiatives.
The GIZ HMCCC programme continues to support the Government of Fiji (GoF) and the National Relocation Taskforce in providing technical assistance and secretariat support to enable pro-active processes addressing risks brought by climate and disaster driven displacement.
