Project Information

Description

The Government of Fiji recognizes that strong public financial management (PFM) is key to macroeconomic stability and poverty reduction. The proposed knowledge and support technical assistance (TA) will support the implementation of initiatives started under Fiji's Public Financial Management Improvement Programme (PFMIP) 2016-2019 by improving institutional capacity for reform and reform coordination. Implementing the PFMIP will help promote fiscal discipline, the strategic allocation of resources, and efficient service delivery.

Objectives

• To support the implementation of Fiji’s Public Financial Management Improvement Programme (PFMIP) 2016–2019.
• To improve institutional capacity for reform and reform coordination within the Ministry of Economy (MOE).
• To promote fiscal discipline, better resource allocation, and efficient service delivery.
• To align with Fiji’s National Development Plan (2017–2036) focusing on public sector efficiency and sustainable growth.

Expected Outputs

1. Output 1: Institutional capacity to implement the Public Financial Management Improvement Programme improved.
1.1 Establish PFM RCU within the MOE through a memorandum of understanding by Q1 2018.
1.2 Provide PFM policy and technical advice and capacity development through the PFM RCU (Q1 2018 to Q4
2019).
1.3 MOE to prepare quarterly progress reports on PFM RCU performance.
2. Output 2: Reform coordination between government agencies and development partners strengthened
2.1 Establish interagency coordination mechanism by Q1 2018.
2.2 Establish development partner coordination mechanism by Q1 2018.
2.3 MOE to prepare quarterly progress reports on coordination meetings.

Gender Relevant Information

• The project was classified as “No Gender Elements (NGE)”, meaning gender equality was not a specific focus of this technical assistance activity.
• However, the program indirectly contributes to inclusive socioeconomic development (SDG 8 & SDG 17), which benefits both men and women through improved fiscal management and service delivery.
• An international Gender Responsive Budgeting (GRB) advisor consultancy supports the ongoing GRB work and support implementation of Action Plan 2024-2026 roll-out of Gender Budgeting to fully align with the Public Expenditure and Financial Accountability (PEFA) Gender Responsive Public Financial Management (GRPFM) Framework. The GRB advisor will provide technical support, training and capacity development, and gender review of key documents and processes related to GRB.

• Development of a medium-term expenditure framework.

Technology Development and Transfer - Specification

The TA includes developing and transferring knowledge tools and digital learning materials, such as training manuals, policy briefs, and short videos to strengthen public financial management systems and modernize processes within the MOE.

Capacity Building - Specification

• Establishing a PFM Reform Coordination Unit (RCU) within the MOE.
• Conducting structured training sessions (minimum 8 per year) for government staff.
• Providing mentoring and on-the-job technical guidance to strengthen fiscal policy, budgeting, and financial management skills.
